Overview

This 75-minute on-demand session from the ASAM 55th Annual Conference addresses the multifaceted nature of co-occurring disorders and their impact on individuals and communities.

This symposium will delve into the complexities of co-occurring disorders and how SAMHSA's initiatives are expanding access to care and advancing upstream prevention. The discussion will explore the intersection of these disorders with homelessness and housing challenges, the ramifications of disrupted social determinants, and the integration of care for physical health conditions. By highlighting SAMHSA's comprehensive approach, this session aims to provide insights into effective strategies and policies for tackling co-occurring disorders in diverse populations.

The target audience for this Introductory level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

Learning Objectives

Upon completion, learners will be able to:

  1. Upon completion, participants will be able to describe the multifaceted nature of co-occurring disorders and their impact on individuals and communities.
  2. Upon completion, participants will be able to define SAMHSA's role and initiatives in addressing these disorders, including CCBHCs, ACEs/prevention, and integration of physical health care.
  3. Upon completion, participants will be able to analyze the challenges and solutions related to housing and other social determinants in the context of co-occurring disorders.

Yngvild Olsen

MD, MPH, DFASAM

Dr. Yngvild Olsen serves as the Acting Director for the Center for Substance Abuse Treatment (CSAT). She has a long history of working within the addiction treatment field to expand access to care and enhance quality. She began her career as the Medical Director for the Johns Hopkins Hospital’s outpatient substance use treatment services while a full-time Assistant Professor in the Department of Medicine at the Johns Hopkins School of Medicine. She subsequently served as the Deputy Health Officer for Maryland’s Harford County Health Department. She led a modernization of publicly funded substance use treatment services in collaboration with State and local partners. She next served as the Vice President of Clinical Affairs for the Baltimore Substance Abuse Systems, then the local addiction authority for Baltimore City. In that position, she played a central role in expanding buprenorphine treatment for opioid addiction in both specialty treatment and general ambulatory medical systems. Dr. Olsen has also served as Medical Consultant to the Maryland Behavioral Health Administration, a clinical expert to the Maryland Addiction Consultation Service at the University of Maryland School of Medicine, and an advisor on addiction interventions to the Baltimore City Health Department. From 2011 to 2021, she served as Medical Director for the Institutes for Behavior Resources/REACH Health Services, a comprehensive outpatient substance use disorder treatment program in Baltimore City. She has held numerous senior volunteer leadership positions in the field of addiction medicine, including vice president of the American Society of Addiction Medicine, president of the Maryland Association for the Treatment of Opioid Dependence, and president of the Maryland/DC Society of Addiction Medicine. She also has served on the boards of the National Council on Alcohol and Drug Dependence-Maryland, Stop Stigma Now, and as a clinical expert to the Providers Clinical Support System (PCSS).

Robert Baillieu

MD, MPH, FAAFP

Robert Baillieu, M.D., M.P.H., F.A.A.F.P. serves as a physician & senior clinical and practice advisor at the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT). In this role Dr. Baillieu has contributed to work on national policies related to the treatment of opioid use disorder and stimulant use disorder, while also contributing to multiple publications available in the SAMHSA Store. He is also involved in departmental evaluation efforts that seek to assess and promote best practices in treatment.

Dr. Baillieu graduated with honors from the University of Sydney Medical School in Australia and completed residency training in family medicine at The University of Texas Health Science Center in San Antonio, where he was also chief resident. Prior to this, Dr. Baillieu lived in Australia where he undertook training in adult internal medicine. He is a board-certified family physician and a former Robert L. Phillips, Jr., Health Policy Fellow at the American Academy of Family Physicians’ Robert Graham Center and The U.S. Health Resources and Services Administration, Bureau of Primary Care. He holds degrees in medicine, public health, business and modern languages, and has experience in health systems research, policy analysis, community organizing, international business, management, public health, education and medical practice. Dr. Baillieu is also a former assistant professor of clinical family medicine at Georgetown University where he supervised residents and taught classes in policy, advocacy, statistics and clinical medicine. Dr. Baillieu’s research activities have focused on the primary care workforce, health IT and the implementation of best practices at the community level. He has presented at national and international meetings, as well as published in international, peer-reviewed journals.

Christopher Jones, PharmD, DrPH, MPH

Christopher M. Jones, Pharm.D., Dr.P.H., M.P.H. (CAPT U.S. Public Health Service) is the Director of the Center for Substance Abuse Prevention (CSAP). CAPT Jones brings a wealth of experience to SAMHSA having led substance use, mental health, and injury and violence prevention policy, program, and research activities for more than a decade. Prior to becoming Director of CSAP, CAPT Jones served as the director of the National Center for Injury Prevention and Control at the Centers for Disease Control and Prevention. During his career, CAPT Jones has served in a variety of leadership roles in the U.S. Department of Health and Human Services (HHS). Among these roles, he served as the first director of the National Mental Health and Substance Use Policy Laboratory at SAMHSA, as the acting Associate Deputy Assistant Secretary for Science and Data Policy and director of the Division of Science Policy in the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at HHS, and senior advisor in the Office of the Commissioner at the U.S. Food and Drug Administration (FDA). CAPT Jones received a Bachelor of Science degree from Reinhardt College, a Doctor of Pharmacy degree from Mercer University, a Master of Public Health degree from New York Medical College, and a Doctor of Public Health in Health Policy from The George Washington University Milken Institute School of Public Health. Dr. Jones is a captain in the U.S. Public Health Service and has authored more than 100 peer-reviewed publications on the topics of substance use, drug overdose, adverse childhood experiences, and mental health.

In support of improving patient care, the American Society of Addiction Medicine is jointly accredited by the Accreditation Council for Continuing Medical Education (ACCME), the Accreditation Council for Pharmacy Education (ACPE), and the American Nurses Credentialing Center (ANCC), to provide continuing education for the healthcare team.

Physicians

The American Society of Addiction Medicine designates this enduring material for a maximum of 1.25 AMA PRA Category 1 Credits™. Physicians should claim only the credit commensurate with the extent of their participation in the activity.

PAs

ASAM has been authorized by the American Academy of PAs (AAPA) to award AAPA Category 1 CME credit for activities planned in accordance with AAPA CME Criteria. This activity is designated for 1.25 AAPA Category 1 CME credits. Approval is valid until 05/06/2027.  PAs should only claim credit commensurate with the extent of their participation.

Social Workers

As a Jointly Accredited Organization, ASAM is approved to offer social work continuing education by the Association of Social Work Boards (ASWB) Approved Continuing Education (ACE) program. Organizations, not individual courses, are approved under this program. Regulatory boards are the final authority on courses accepted for continuing education credit. Social workers completing this course receive 1.25 general continuing education credits.
