Overview

This 75-minute on-demand session from the ASAM 55th Annual Conference addresses the strategies and regulations surrounding ED-based harm reduction.

Join us for an insightful workshop that unveils effective strategies for enhancing ED-based harm reduction programs, crucial for providing comprehensive care to individuals with substance use disorder. Led by an expert panel, the session will explore key topics including funding, distribution, compliance, and innovation, drawing from real-world case studies and successful implementations. Attendees will gain valuable knowledge and practical tools to navigate the complexities and elevate the quality and reach of harm reduction services within emergency departments.

The target audience for this Intermediate level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

Learning Objectives

Upon completion, learners will be able to:

  1. develop a comprehensive understanding of the strategies and regulations surrounding ED-based harm reduction & will be equipped with practical steps to implement physician-led syringe service programs in their respective EDs.
  2. identify the challenges and barriers associated with integrating harm reduction services in the ED setting and propose actionable solutions, drawing insights from real-world case studies and expert discussions.
  3. collaborate during group breakouts to share insights and strategies, leading to the design of a tailored harm reduction program, integrating universal precautions, safer use, and overdose prevention for their EDs.

Josh Luftig, PA-C

Co-founder, Director

Bridge | CA Bridge | Alameda Health System | Highland Hospital

Josh Luftig, PA-C, has over 20 years of experience in Emergency Medicine, is a co-founder of CA Bridge, and serves as Director of Harm Reduction and National Implementation Leader. He is a nationally recognized expert in hospital and ED-based addiction treatment (MAT), naloxone distribution, and harm reduction, and is a regular speaker at local and national conferences.
Josh is a co-creator of the CA Bridge Model for EDs and hospitals: rapid initiation of evidence-based addiction treatment paired with peer navigation. Since the program's launch in 2018, Josh has co-led a 67-fold program expansion, growing from a 4-hospital pilot to over 270 hospitals as of 2023, covering the majority of hospitals in California; and now expanding to 11 additional states.
He co-established one of the nation’s largest ED-based MAT initiation programs at Highland Hospital in Oakland, CA, and co-developed a novel high-dose rapid buprenorphine induction protocol that was published in JAMA and widely adopted as a standard for EDs. He also created one of the first high-volume, low-threshold ED-based naloxone distribution programs, resulting in a 65-fold increase in the naloxone provisioning rate. Under his leadership, the statewide naloxone program saw a 162-fold expansion, from just one hospital in 2019 to 199 hospitals in 2023. As of Q4 2023, this initiative has provided 200,120 naloxone kits to EDs for free distribution, making it the largest ED-based distribution project in the country.

Aimee Moulin

MD, MAS

Dr. Aimee Moulin is a Professor at UC Davis with a dual appointment in the Department of Emergency Medicine and Psychiatry. Dr. Moulin is Co-Investigator of the California Bridge Project dedicated to advancing 24/7 high-quality access to treatment for people with substance use disorders. She is Past-President of the California American College of Emergency Physicians during which she advocated to expand access to care for people with mental illness and substance use disorders and secured support for ED-based peer Substance Use Navigators. Dr. Moulin completed a fellowship in Quality Safety and Comparative Effectiveness through the Agency for Healthcare Research and Quality with a focus on acute care for patients with substance use and mental illness.

Arianna D. Campbell

PA-C

Arianna D. Campbell, PA-C is an Emergency Department PA with more than 20 years of clinical experience. She is an ED APP Lead for US Acute Care Solutions at Marshall Medical Center in Placerville, California. She has been involved in developing programs to initiate high quality, evidence based treatment for addiction in the ED and hospital setting since 2017. She is a founding member of California Bridge and is currently serving as Director and Co Principal Investigator.

Arlene Brown

CEO

Crossroads Recovery Center and Skoden Native Harm Reduction Services

Ms. Brown (Bishop Paiute Tribe) is the founder and CEO of Crossroads Recovery Center and Skoden Native Harm Reduction Services, which was the first CA state certified syringe program specifically created for native people. Previously, Arlene served as a Tribal Training and Technical Assistance (TTA) Specialist providing culturally appropriate support to tribal communities for California’s statewide initiative to identify and integrate tribal best practices into opioid and methamphetamine treatment for urban Indian and tribal communities and to support the tribal traditional best practice and SUD integration initiative She has more than 15 years of experience providing organizational leadership, community outreach, and education to tribal communities. She brings expertise on topics including medication-assisted treatment (MAT) services, harm reduction and Native harm reduction, culturally responsive techniques, increasing positive outcomes with American Indians, best practices in working among American Indians, child abuse and victimization, historical trauma implications on health, healthy relationships, communication skills, evidence-based practices, and adverse childhood experiences (ACEs). Ms. Brown received her bachelor’s degree in criminal justice and American Indian studies from the University of North Dakota and then pursued her Masters of Counseling Psyscholoy with an emphasis in Addiction.

Previously, Ms. Brown worked as a recovery support navigator for Northern Inyo Hospital and helped develop thier medication assisted treatment (MAT) program; created workflows for the MAT, a syringe exchange, and harm reduction distribution programs; and built community partnerships and memorandums of understanding (MOUs) with other service providers. Ms. Brown supported community education by conducting ongoing stigma reduction, opioid overdose, and Naloxone trainings to community members, staff and organizations; creating educational and awareness campaigns for Naloxone, HCV, and MAT; and conducting live radio broadcasts for MAT services outreach and awareness. She built a contingency management program for stimulant use disorder and a perinatal contingency management program for various substance use disorders.
