Overview

This 75-minute on-demand session from the ASAM 54th Annual Conference addresses the key policy changes that occurred throughout 2022, how SAMHSA is responding, and what it means for SAMHSA's programs across the continuum.

This symposium will review the key policy changes that occurred throughout 2022, how SAMHSA is responding, and what it means for SAMHSA's programs across the continuum. The session will also describe how these changes are driving strategic priorities and focus areas within SAMHSA. In doing so, leaders from across SAMHSA will discuss issues related to overdose, rates of substance and polysubstance misuse, and evidence-based interventions.

The target audience for this introductory level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

Learning Objectives

Upon completion, learners will be able to:

Yngvild Olsen

MD, MPH, DFASAM

Dr. Yngvild Olsen serves as the Acting Director for the Center for Substance Abuse Treatment (CSAT). She has a long history of working within the addiction treatment field to expand access to care and enhance quality. She began her career as the Medical Director for the Johns Hopkins Hospital’s outpatient substance use treatment services while a full-time Assistant Professor in the Department of Medicine at the Johns Hopkins School of Medicine. She subsequently served as the Deputy Health Officer for Maryland’s Harford County Health Department. She led a modernization of publicly funded substance use treatment services in collaboration with State and local partners. She next served as the Vice President of Clinical Affairs for the Baltimore Substance Abuse Systems, then the local addiction authority for Baltimore City. In that position, she played a central role in expanding buprenorphine treatment for opioid addiction in both specialty treatment and general ambulatory medical systems. Dr. Olsen has also served as Medical Consultant to the Maryland Behavioral Health Administration, a clinical expert to the Maryland Addiction Consultation Service at the University of Maryland School of Medicine, and an advisor on addiction interventions to the Baltimore City Health Department. From 2011 to 2021, she served as Medical Director for the Institutes for Behavior Resources/REACH Health Services, a comprehensive outpatient substance use disorder treatment program in Baltimore City. She has held numerous senior volunteer leadership positions in the field of addiction medicine, including vice president of the American Society of Addiction Medicine, president of the Maryland Association for the Treatment of Opioid Dependence, and president of the Maryland/DC Society of Addiction Medicine. She also has served on the boards of the National Council on Alcohol and Drug Dependence-Maryland, Stop Stigma Now, and as a clinical expert to the Providers Clinical Support System (PCSS).

Neeraj Gandotra, MD

Chief Medical Officer

Substance Abuse and Mental Health Services Administration

Dr. Neeraj Gandotra serves as the Chief Medical Officer for SAMHSA. Dr. Gandotra has been actively partnering with Federal Partners and national and regional organizations. Previously, Dr. Gandotra served as the Chief Medical Officer for a large nationwide addiction treatment network where he has developed national strategies specifically aimed at reducing risk and improving outcomes. He is familiar with the development and utilization of medical services budgets, nuances of regulations, and code across various states. He supervised providers across facilities and provided expertise to elected and appointed officials in local markets. Dr. Gandotra began his Addiction career in public health serving an underserved community in Washington DC where he developed his perspective of how a nationwide approach to addiction treatment is greatly needed. As Medical Director of Addiction Treatment Services at Johns Hopkins he directed patient care through implementation of department initiatives and medical center resources. Dr. Gandotra has also worked as a Medical Director for federally qualified health centers where it was necessary to develop policies mindful of specific catchment area needs. Dr. Gandotra has worked with the Maryland State Attorney General on cases of physician misconduct, specifically those involving prescriptions of controlled substances. Dr. Gandotra also has been a consultant for the NFL player’s assistance program for substance use disorders. Dr. Gandotra received his medical degree from the Universidad Iberoamericana (UNIBE) School of Medicine and completed his Psychiatric residency at Howard University. He completed an Addiction Psychiatry Fellowship at Yale University School of Medicine.

Robert Baillieu

MD, MPH, FAAFP

Robert Baillieu, M.D., M.P.H., F.A.A.F.P. serves as a physician & senior clinical and practice advisor at the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT). In this role Dr. Baillieu has contributed to work on national policies related to the treatment of opioid use disorder and stimulant use disorder, while also contributing to multiple publications available in the SAMHSA Store. He is also involved in departmental evaluation efforts that seek to assess and promote best practices in treatment.

Dr. Baillieu graduated with honors from the University of Sydney Medical School in Australia and completed residency training in family medicine at The University of Texas Health Science Center in San Antonio, where he was also chief resident. Prior to this, Dr. Baillieu lived in Australia where he undertook training in adult internal medicine. He is a board-certified family physician and a former Robert L. Phillips, Jr., Health Policy Fellow at the American Academy of Family Physicians’ Robert Graham Center and The U.S. Health Resources and Services Administration, Bureau of Primary Care. He holds degrees in medicine, public health, business and modern languages, and has experience in health systems research, policy analysis, community organizing, international business, management, public health, education and medical practice. Dr. Baillieu is also a former assistant professor of clinical family medicine at Georgetown University where he supervised residents and taught classes in policy, advocacy, statistics and clinical medicine. Dr. Baillieu’s research activities have focused on the primary care workforce, health IT and the implementation of best practices at the community level. He has presented at national and international meetings, as well as published in international, peer-reviewed journals.

Jennifer Fan

PharmD, JD

CAPT Jennifer Fan is currently the Special Assistant to the Director of the Center for Substance Abuse Prevention (CSAP) in the Substance Abuse and Mental Health Services Administration (SAMHSA). She is also the Co-lead for SAMHSA's Strategic Initiative: Prescription Drug Abuse Prevention. Prior to her role as Special Assistant, CAPT Fan worked in the Division of Workplace Programs overseeing the Federal Drug-Free Workplace Program and was a Public Health Advisor in SAMHSA's Division of Pharmacologic Therapies in CSAT overseeing the NASPER grants for prescription drug monitoring programs as well as working on SAMHSA's Prescriber Education Courses and the compliance of opioid treatment programs. She has also worked in FDA's Office of Generic Drugs; Office of Drug Safety; and the Division of Drug Marketing, Advertising, and Communications as well as CMS' Part B Reimbursement. CAPT Fan received her PharmD from the University of Maryland and her JD from the University of Baltimore.

Successful completion of this CME activity, which includes participation in the activity, with individual assessments of the participant and feedback to the participant, enables the participant to earn 1.25 MOC points in the American Board of Pediatrics’ (ABP) Maintenance of Certification (MOC) program.
