Integrating Addiction Medicine with Treatment Courts

Overview

This 6-hour, live course provides the education needed for prescribing clinicians to strengthen skills in partnering with treatment court and advocating for patients who are involved in treatment court. The course will include didactive presentations, small group discussions, FAQs, and challenging case studies. 

ASAM is partnering with the National Association of Drug Court Professionals (NADCP) through an Office of National Drug Control Policy (ONDCP) grant initiative to allow medical providers active with and new to the drug treatment court field access to training to help guide them in successful integration of services for individuals with substance use disorders involved in the justice system.

The target audience for this introductory level activity includes: physicians, physician assistants, and nurse practitioners who practice addiction medicine and interact with treatment courts and other aspects of the justice system. 

This activity addresses the following ACGME Competencies: Patient Care, Medical Based Knowledge, Practice Based Learning, Interpersonal and Communication Skills, Professionalism and Systems-based Practice.

Learning Objectives

Upon completion, learners will be able to:

  1. Describe ways to reduce stigma against people with substance use disorders, including the use of accurate terminology. 
  2. Explain the role of timely and accurate diagnosis and treatment for clients/participants first engaging in treatment courts.
  3. Define addiction as a chronic and manageable disease.
  4. Describe the purpose, structure, and effectiveness of treatment courts.
  5. Define the roles and responsibilities of treatment court team members.
  6. Describe the roles and responsibilities of medical providers within treatment court settings. 
  7. Apply best clinical and partnership practices to case examples of patients who are engaged in treatment court and addiction treatment.
  8. Advocate effectively for access to evidence-based treatment with treatment court team members. 
  9. Coordinate care within professional settings to individuals involved in treatment courts.

Elizabeth M. Salisbury-Afshar

MD, MPH, FAAFP, FACPM, DFASAM

Elizabeth Salisbury-Afshar, MD, MPH is an Associate Professor in the Department of Family Medicine and Community Health and is Faculty for the Addiction Medicine Fellowship at the University of Wisconsin School of Medicine and Public Health in Madison, Wisconsin. She also serves as the Associate Program Director for the UW Madison Preventive Medicine Residency and as the Medical Director of Harm Reduction Services for the Wisconsin Department of Health Services. Dr. Salisbury-Afshar is board certified in family medicine, preventive medicine/public health and addiction medicine and her expertise lies at the intersection of these fields. Her work has focused on expanding access to evidence-based substance use disorder treatment and harm reduction services. Past public health roles include serving as Medical Director of Behavioral Health Systems Baltimore, Medical Director at Heartland Alliance Health (a healthcare for the homeless provider in Chicago), Medical Director of Behavioral Health at the Chicago Department of Public Health, and as Director of the Center for Addiction Research and Effective Solutions (CARES) at the American Institutes for Research. Dr. Salisbury-Afshar lectures nationally on addiction medicine topics including the treatment of opioid use disorder, harm reduction, drug policy and the intersection of addiction and the criminal legal system, and public health approaches to reduce overdose mortality.

Debra Newman

PA-C, MPAS, MPH

Debra R. Newman, PA-C, MPAS, MPH is a Treatment Provider for Adult Drug/Mental Health Treatment Courts in Santa Fe County, New Mexico. She has worked in detox/residential treatment, outpatient addiction medicine, and adult psychiatry. Her passion for addiction medicine began with her association with Project ECHO in 2008. While employed at an FQHC in northern NM in a region historically plagued with the highest per capita heroin death rate in the nation, Debra worked under an addiction medicine psychiatrist and several family practice physicians waivered to prescribe buprenorphine. For over four years, she managed over 200 buprenorphine patients monthly, as the only full-time provider for these patients, while also carrying a caseload of HCV and chronic pain patients. She participates with PCSS Exchange and is a PCSS mentor.  She is currently the Assistant Editor for ASAM Weekly.

Tauheed Zaman

MD

Tauheed Zaman, MD, is an addiction psychiatrist at the San Francisco VA Health Care System and the University of California at San Francisco. He serves as Medical Director of the VA's Addiction Consult and Opioid Safety Team, and as Associate Director for the UCSF Addicion Psychiatry Fellowship. He was Chair of the California Society of Addiction Medicine (CSAM) 2019 annual conference, and now serves on the organization's board of directors. He completed his addiction fellowship at UCSF, and his adult psychiatry training at Harvard Medical School.

Meghan Wheeler

National Association of Drug Court Professionals (NADCP)

Meghan Wheeler is the director of standards and conference programming for the National Association of Drug Court Professionals (NADCP). She is responsible for developing training, technical assistance, and tools to support the implementation of best practice standards for treatment court models and also assists in the development of best practice standards. In her 18-year tenure with NADCP, she has served as project director and senior consultant on the Adult Drug Court Planning and Training Initiatives, Statewide Training and Technical Assistance, and Family Treatment Court Planning and Training Initiatives. She has provided training and technical assistance to treatment courts nationwide. Prior to her work with NADCP, she managed the statewide treatment court implementation for the Supreme Court of Ohio, worked at the local level as a treatment court coordinator, and served as a counselor and clinical supervisor for a residential substance use treatment facility. Ms. Wheeler has national, state, and local experience in the justice, treatment, child welfare, and social services fields related to clinical intervention, supervision, case management, policy development, program management, grant writing, and curriculum design. She previously was an adjunct professor at Ashland University in the area of alcoholism and substance use. She received her master's degree in administration of justice, a bachelor's in psychology, and a bachelor's in criminal justice from Mercyhurst University.

Terrence D. Walton

Chief Operating Officer

National Association of Drug Court Professionals (NADCP)

Terrence D. Walton is the chief operating officer (COO) for NADCP, is among the nation's leading experts in providing training and technical assistance to treatment courts and other providers of substance use disorder treatment. Prior to being named COO in 2015, he was NADCP's chief of standards. Before coming to NADCP, Mr. Walton was director of treatment for the Pretrial Services Agency for the District of Columbia. He also previously excelled as the director of what was then the District of Columbia's leading adolescent outpatient substance use treatment center. Mr. Walton is an internationally certified alcohol and other drug abuse counselor with over 25 years of experience helping individuals and organizations champion positive change. He holds a B.A. degree in psychology and a master's degree in social work with specializations in program administration and substance abuse. He is a member of the Motivational Interviewing Network of Trainers (MINT). A gifted and entertaining speaker, Mr. Walton travels extensively, informing, and inspiring audiences across the globe.
