CCBHC ECHO Session: Stimulant Use Disorder

Overview
This ECHO session will summarize the key components of the clinical practice guideline on stimulant use disorder and illustrate the application of the guidelines via case scenarios. The guideline covers stimulant use assessment and StUD diagnosis, harm reduction guidance that aligns with secondary and tertiary prevention strategies to reduce harms associated with risky stimulant use, the management of acute complications, and the treatment of stimulant use disorder directly. Broad topics for case discussion will include behavioral and pharmacological treatments for stimulant use disorder (StUD), co-occurring conditions, and considerations for adolescents and pregnant individuals as well as other population considerations. The ECHO session will briefly provide an overview of stimulant use in the United States and the need for the StUD national practice guideline. Recommendations for the management of StUD will be comprehensively discussed. The clinical guidelines will be applied to case scenarios during the ECHO session and involve a facilitated question and answer period including discussion with attendees.
CCBHC-E NTTAC has partnered with ASAM to provide a 6-session CCBHC ECHO on substance use. This 1.5-hour, virtual ECHO series offers a comprehensive, in-depth analysis of actual patient cases submitted by attendees. Participants can look forward to receiving guidance and feedback from a diverse panel of expert faculty. This program is tailored for professionals new to the field of addiction treatment, providing them with the means to enhance their knowledge, skills, and confidence. This introductory program is specifically designed for CCBHC grant recipients, including social workers, therapists, and additional clinical team members involved in patient care. Each ECHO session includes:
- A 30-minute presentation focused on a selected topic related to addiction.
- Two 20-minute interactive case discussions led by a team of interdisciplinary addiction experts.
- The opportunity to earn up to 1.5 continuing education (CE) credits for each session
This introductory program is specifically designed for CCBHC grant recipients, including social workers, therapists, and additional clinical team members involved in patient care.
Learning Objectives
Upon completion, learners will be able to:
- Participants will be able to identify and address the needs of patients with stimulant use disorder.
- Participants will be able to describe which medications treat stimulant use disorders.
- Participants will be able to construct a plan of care that incorporates evidence-based psychosocial treatments for stimulant use disorder specifically including contingency management.

Brian Hurley
MD, MBA, DFASAM
Brian Hurley, MD, MBA, DFASAM is an addiction physician and the Director of Addiction Medicine for the Los Angeles County Department of Health Services. Brian is currently a Director at Large for the American Society of Addiction Medicine (ASAM) and will assume the position of President-Elect this April 2021. He co-chairs the Los Angeles County Department of Health Services’ Substance Use Disorders Workgroup and the SafeMedLA Medications for Addiction Treatment Action Team, and is the Clinical Director of the Addiction Treatment Starts Here programs through the Center for Care Innovations, focused on increasing the delivery of Medications for Addiction Treatment in California’s community health centers. He is the PI of two MAT Access Points projects funded by the Sierra Health Foundation, a co-PI of a TRDRP funded smoking cessation implementation project, and a co-investigator on NIDA, NIAAA, and PCORI funded addiction related implementation science grants managed through RAND. He is a member of the Motivational Interviewing Network of Trainers and regularly conducts motivational interviewing trainings throughout the United States. He is a Volunteer Assistant Clinical Professor of Addiction Medicine in the Department of Family Medicine at the UCLA David Geffen School of Medicine. He additionally serves on the American Board of Psychiatry and Neurology’s Addiction Psychiatry examination writing committee.
Brian completed the Robert Wood Johnson Foundation Clinical Scholars Program at the University of California, Los Angeles (UCLA), and was previously a UCLA - Veterans Administration National Quality Scholar at the VA Greater Los Angeles Healthcare System. He completed a fellowship program in addiction psychiatry at New York University School of Medicine. He completed residency training at the Massachusetts General Hospital and McLean Hospital, where he was Chief Resident in Addiction Psychiatry. Brian is a former National President of the American Medical Student Association.

Angela L. Colistra
PhD, LPC, CAADC, CCS
Dr. Angela Colistra has been working with individuals managing co-occurring disorders, lending her expertise to therapy, medical training, clinical supervision, education, and research. She is the director of Behavioral Sciences and Associate Medical Director of Community and Practice-Based research for the Department of Family Medicine. She is a faculty with the American Society of Addiction Medicine (ASAM). A member of the Pennsylvania Advisory Council for Substance Use, offering guidance to the Governor of Pennsylvania and the Secretary of Drug and Alcohol Programs. Angie is the owner of Aligned Consulting and Coaching LLC where she provides addiction and BH consulting and coaching. Dr. Colistra is working on her first textbook: Equipping the Interdisciplinary Workforce to Treat Addiction and Behavioral Health: Reducing the Stigma with Springer due out in November of 2024. As a mother of two boys, she is dedicated to advancing addiction and behavioral health prevention and education; hailing from West Virginia this work is a personal and professional calling.

Elizabeth M. Salisbury-Afshar
MD, MPH, FAAFP, FACPM, DFASAM
Dr.Salisbury-Afshar is an Associate Professor at the University ofWisconsin-Madison. Her work focuses on improving the health and wellbeing ofpeople who use drugs and alcohol. She is a physician who is board-certified inaddiction medicine, family medicine, and preventive medicine/general publichealth, and her expertise lies at the intersection of these fields. Her workincludes patient care, teaching, public health practice, and research relatedto implementation and evaluation of addiction treatment and harm reductionprograms. Dr. Salisbury-Afshar serves as the Program Director of the PreventiveMedicine Residency and as the Medical Director of Harm Reduction Services forthe Wisconsin Department of Health Services Division of Public Health. She has overfourteen years of experience working clinically in federally qualified healthcenters. Her current clinical work includes serving as Medical Directorof a low barrier clinic for people who use drugs and as a physician on theaddiction medicine consult team at UW Hospital. She is also core faculty in theUW Addiction Medicine Fellowship Program.

Jennifer Leggett
LPC, LADC, CPRSS
Jennifer has worked as an LPC and LADC for GRAND Mental Health and ARC for 13 years. She is a licensing supervisor for both LPC and LADC. Early in her career she carried a caseload of adults and children in behavioral health, substance abuse and cooccurring settings. Jennifer worked as a program administrator for GRAND in adult & children’s behavioral health, substance abuse and co-occurring services prior to, during transition of and after GRAND became a CCBHC. Jennifer was promoted to Clinical Compliance Director and now currently serves GRAND as the Addiction Recovery Center Director. Before working at GRAND, Jennifer worked at Resonance Center for Women in Tulsa, OK as an addictions counselor. Jennifer graduated from Oklahoma State University with her masters in Community Counseling and holds a bachelor’s in human development with a focus on Children & Family Services.
