Overview

This 75-minute on-demand session from the ASAM 54th Annual Conference addresses new perspectives on current structures, policies, and research to promote justice around compassionate care rather than punitive retribution.

Too often addiction is being addressed through the criminal legal system - a system not designed to tackle the complexities of public health issues. While individuals struggling with addiction may engage in criminal behavior, placing the emphasis on punishing behaviors rather than treating the underlying condition contributes to a cycle of incarceration and recidivism, burdening individuals and communities, and worsening the ongoing public health crisis. What if the criminal legal approach to individuals with substance use disorders focused on compassion rather than punishment? This expert panel will provide new perspectives on current structures, policies, and research, highlighting the importance of centering systems aimed at promoting justice around compassionate care rather than punitive retribution. From what has already been done to possibilities far beyond the horizon, this session will challenge you to look at justice from an entirely new lens.

The target audience for this introductory level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

Learning Objectives

Upon completion, learners will be able to:

  1. Learners will be able to describe the roles of compassion and accountability within the Treatment Court system and its treatment of clients with substance use disorders facing criminal charges.
  2. Identify the increased risk and harms of incarceration to individuals with substance use disorders.
  3. Identify recent enforcement actions and litigation that have resulted in increased availability of evidence based treatment in the criminal legal system.

Justin Berk, MD, MPH, MBA

Justin Berk, MD MPH MBA is an addiction medicine phyiscian-researcher and the former Medical Director of the Rhode Island Department of Corrections. He is an Assistant Professor in the Departments of Medicine and Pediatrics at the Alpert Medical School at Brown University. He received his undergraduate degree and Masters in Public Health at Yale University and his MD and MBA degree at Texas Tech University Health Sciences Center. He completed residency at the Urban Health Combined Internal Medicine – Pediatrics Residency Program at Johns Hopkins Hospital. He is Board Certified in Internal Medicine, Pediatrics, and Addiction Medicine. His research and advocacy focus on the intersection of addiction medicine, correctional health, and health equity.

Regina LaBelle, JD

Distinguished Scholar and Director of the Addiction and Public Policy Initiative

O'Neill Institute

Regina LaBelle, JD is a Distinguished Scholar and Director of the Addiction and Public Policy Initiative at the O’Neill Institute at Georgetown University Law Center. Ms LaBelle also founded, directs, and is a professor in the Master of Science in Addiction Policy and Practice program at Georgetown University’s Graduate School of Arts & Sciences.

Regina brings decades of public service to her work at Georgetown University. Most recently, she was appointed by the Biden-Harris administration to the position of Acting Director in the White House Office of National Drug Control Policy (ONDCP). There, Ms LaBelle developed the Biden-Harris Administration’s drug policy priorities, which included a historic focus on harm reduction services. Regina previously served in the Obama Administration as ONDCP Chief of Staff where she oversaw the agency’s overdose response and implementation of the National Drug Control Strategy.

Prior to her work in the federal government, Regina served as Legal Counsel to Seattle Mayor Greg Nickels, providing legal and policy advice to the Mayor. From 1998 to 2005, Ms LaBelle was an adjunct professor of policy and ethics at the Seattle University Institute for Policy Studies.

Regina is an active member of the Washington State Bar and serves on the World Anti-Doping Agency’s Independent Ethics Board. Ms LaBelle received her J.D. from Georgetown University Law Center and her B.A. from Boston College.

Terrence D. Walton

Chief Operating Officer

National Association of Drug Court Professionals (NADCP)

Terrence D. Walton is the chief operating officer (COO) for NADCP, is among the nation's leading experts in providing training and technical assistance to treatment courts and other providers of substance use disorder treatment. Prior to being named COO in 2015, he was NADCP's chief of standards. Before coming to NADCP, Mr. Walton was director of treatment for the Pretrial Services Agency for the District of Columbia. He also previously excelled as the director of what was then the District of Columbia's leading adolescent outpatient substance use treatment center. Mr. Walton is an internationally certified alcohol and other drug abuse counselor with over 25 years of experience helping individuals and organizations champion positive change. He holds a B.A. degree in psychology and a master's degree in social work with specializations in program administration and substance abuse. He is a member of the Motivational Interviewing Network of Trainers (MINT). A gifted and entertaining speaker, Mr. Walton travels extensively, informing, and inspiring audiences across the globe.
