Overview

This 75-minute on-demand session from the ASAM 56th Annual Conference addresses the role of clinician advocacy in driving state-level policy changes that meaningfully improve addiction care, covering examples of specific policy changes enacted, their impact on clinical practice, and lessons applicable to other regions.

This session will explore how clinician advocacy can drive state-level policy changes that meaningfully improve addiction care. Attendees will learn about the specific policy changes enacted, their impact on clinical practice, and lessons applicable to other regions. This will highlight how providers can leverage their expertise to bridge the gap between legislative decisions and clinical outcomes. The session will empower participants with practical tools to advocate for sustainable improvements in addiction medicine, regardless of the sociopolitical environment they may be practicing in.

The target audience for this Introductory level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

This session addresses the following ACGME Competencies:Patient Care and Procedural Skills, Practice-based Learning and Improvement, Systems-based Practice, Interpersonal Communication and Skills, Professionalism.

This session addresses the following IPEC Competencies: Values and Ethics, Roles and Responsibilities, Interprofessional Communication, Teams and Teamwork.

Learning Objectives

Upon completion, learners will be able to:

  1. Identify gaps in substance use disorder prevention or treatment that could benefit from legislative change, working with collations, and collaborating effectively with legislators.
  2. Articulate effective strategies for advocating improved addiction treatment policies at local, state, and national levels, and identify actionable steps that clinicians and stakeholders can take to enhance systemic support for addiction medicine.
  3. Explain the intersection of public health policy and clinical practice in addiction medicine, and analyze how policy decisions impact service delivery, access to care, and outcomes for individuals with substance use disorders.

Chad Elkin, MD, DFASAM is a board-certified addiction medicine physician, founder, and Chief Medical Officer of National Addiction Specialists, dedicated to treating substance use disorders. A Distinguished Fellow of the American Society of Addiction Medicine, Dr Elkin currently serves as President of the Tennessee Society of Addiction Medicine and has held various leadership roles within the organization. Dr Elkin chairs ASAM’s Health Technology Subcommittee and is an active member of its Practice Management and Regulatory Affairs Committee, State Advocacy and Legislative Affairs Committee, and other committees. He also serves on the planning committee for the Vanderbilt Mid-South Addiction Conference. Committed to advancing evidence-based policy, Dr Elkin is Chairman of the Tennessee Association of Alcohol, Drug, & Other Addiction Services (TAADAS) Addiction Medicine Council. He has contributed to numerous local, state, and national task forces, helping develop professional guidelines, policies, and laws that align with best practices in addiction medicine. His work focuses on reducing addiction-related harm, combating stigma, and ensuring access to effective treatment. Dr Elkin lives in Nashville, Tennessee, where he is the undeserving spouse of Leslie Elkin, their three children, and three dogs. Passionate about the field of addiction medicine, he remains dedicated to shaping policy, enhancing patient care, and supporting ASAM’s mission and vision.

Cara Poland, MD, MEd, FACP, DFASAM

Cara Anne Poland, MD, MEd, DFASAM, FACP

Dr. Cara Poland is a recognized expert in addiction medicine. She is a faculty member at Michigan State University. She earned her medical degree from Wayne State University. She was trained in internal medicine at St. Joseph Mercy Hospital in Ann Arbor, Michigan, and in addiction medicine at Boston Medical Center in Boston, Massachusetts. She received her master’s degree in education from Boston University. She has an interest in educating healthcare providers and providers-in-training to improve care for patients with substance use disorders, particularly during pregnancy and early parenting.

In 2018, board-certified Addiction Medicine Doctor Cara Poland identified the need to strengthen our country’s Addiction Medicine workforce. Led by Dr. Poland, MI CARES trains physician-level addiction specialists in Michigan and across the country. Over 2,000 physicians in all 50 states, Washington DC, and Puerto Rico are currently on the pathway to becoming board-certified in Addiction Medicine. The program also teaches physicians-in-training, resident physicians, social work students, social work practitioners, APRNs, and PAs. Her didactic program involves purposeful education to train healthcare providers to treat persons with SUDs in a kind, compassionate, destigmatized way. Dr. Poland has a special interest in treating pregnant people and their families living with a substance use disorder.

A passionate and highly sought-after public speaker and educator, Dr. Poland regularly appears in the media and at community events. She has directly influenced policies and procedures around the treatment of people with SUDs. Her persistent advocacy has helped to advance evidence-based treatment, as evidenced by her role as the Public Policy Chair for the American Society of Addiction Medicine. Dr. Poland is the chair of the Michigan Opioid Advisory Commission, established as the designated state entity to advise the Michigan legislature on the use of opioid settlement funds.

Stephanie Stewart, MD, MPHS, FASAM, MRO

University of Colorado Anschutz Medical Campus

Stephanie Stewart, MD, MPHS, FASAM, MRO is a core faculty member for the Addiction Medicine Fellowship at the University of Colorado. She serves as the Public Policy Chair of the Colorado Society of Addiction Medicine (COSAM) and as an ASAM Legislative Action Committee Member. She is passionate about facilitating active participation in Colorado's legislative process and developed a formal advocacy and policy curriculum for addiction medicine and psychiatry fellows and preventive medicine residents.

PAs

ASAM has been authorized by the American Academy of PAs (AAPA) to award AAPA Category 1.25 CME credit for activities planned in accordance with AAPA CME Criteria. This activity is designated for 1.25 AAPA Category 1 CME credits. Approval is valid until 05/06/2028.  PAs should only claim credit commensurate with the extent of their participation.

Pharmacists
