Overview

This 75-minute on-demand session from the ASAM 57th Annual Conference addresses Medicaid policy changes and their implications for addiction treatment practice, exploring coverage impacts and advocacy strategies.

This session examines recent and emerging federal and state policy changes shaping Medicaid and their implications for addiction medicine practice. Panelists review key legislative, regulatory, and budgetary shifts, including community engagement requirements, funding changes, and evolving federal priorities. The discussion highlights the interconnected "domino effect" across funding streams (Medicaid, block grants, and state resources) and the resulting challenges for care delivery and patient access. Speakers also explore how states are responding through policy implementation, financing strategies, and system redesign amid uncertainty and leadership turnover. Attendees gain practical insights on navigating policy changes, educating patients and stakeholders, and advocating to sustain and strengthen SUD systems of care.

The target audience for this Introductory level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, and students.

Learning Objectives

Upon completion, learners will be able to:

  1. Analyze recent federal and state Medicaid policy changes and assess their impact on access to addiction treatment, funding streams, and SUD systems of care.
  2. Evaluate implementation challenges and system-level responses, including community engagement requirements, coverage changes, and evolving funding constraints across states.
  3. Apply policy-informed strategies to clinical practice and advocacy, including patient education, program adaptation, and engagement with policymakers to support equitable access to care.

Yngvild K. Olsen, MD, MPH, DFASAM graduated from Harvard Medical School in 1997, from the residency training program in internal medicine at Boston Medical Center in 2000, and from the Fellowship in General Internal Medicine at the Johns Hopkins School of Medicine in 2001. Dr. Olsen also serves as the Medical Director of the Institutes for Behavior Resources Inc/REACH Health Services in Baltimore City. Dr. Olsen currently serves as Vice President of the American Society of Addiction Medicine and is a member of the Public Policy Committee. She is the Immediate Past President of the Maryland Society of Addiction Medicine, Immediate Past President of the Maryland Association for the Treatment of Opioid Dependence, and a Board member of the National Council on Alcoholism and Drug Dependence-MD (NCADD-MD).

Distinguished Scholar and Director of the Addiction and Public Policy Initiative

O'Neill Institute

Regina LaBelle, JD is a Distinguished Scholar and Director of the Addiction and Public Policy Initiative at the O’Neill Institute at Georgetown University Law Center. Ms LaBelle also founded, directs, and is a professor in the Master of Science in Addiction Policy and Practice program at Georgetown University’s Graduate School of Arts & Sciences.

Regina brings decades of public service to her work at Georgetown University. Most recently, she was appointed by the Biden-Harris administration to the position of Acting Director in the White House Office of National Drug Control Policy (ONDCP). There, Ms LaBelle developed the Biden-Harris Administration’s drug policy priorities, which included a historic focus on harm reduction services. Regina previously served in the Obama Administration as ONDCP Chief of Staff where she oversaw the agency’s overdose response and implementation of the National Drug Control Strategy.

Prior to her work in the federal government, Regina served as Legal Counsel to Seattle Mayor Greg Nickels, providing legal and policy advice to the Mayor. From 1998 to 2005, Ms LaBelle was an adjunct professor of policy and ethics at the Seattle University Institute for Policy Studies.

Regina is an active member of the Washington State Bar and serves on the World Anti-Doping Agency’s Independent Ethics Board. Ms LaBelle received her J.D. from Georgetown University Law Center and her B.A. from Boston College.

National Academy for State Health Policy (NASHP)

Katie Greene is a director at the National Academy for State Health Policy (NASHP), where she works on a variety of projects related to population and public health, including opioids and substance use, primary care, oral health, rural health, and other public health issues. Prior to joining NASHP in April 2022, Katie worked as an assistant research director at the Duke-Margolis Center for Health Policy and a program director for the National Governors Association (NGA), where she supported governors in the public health response to the COVID-19 pandemic and co-led a joint health and public safety opioid response team. Previously, Katie served as senior policy advisor and associate director of the Office of Intergovernmental and Public Liaison at the White House Office of National Drug Control Policy and deputy director of Federal Relations for Arizona Governor Janet Napolitano. She holds an MPP from the Princeton School of Public and International Affairs and a BA from Duke University.

Stephen M. Taylor, MD, MPH, DFAPA, DFASAM is the Chief Medical Officer of Pathway Healthcare, a company that operates 13 outpatient mental health and addiction treatment offices across Alabama, Mississippi, Tennessee, and Texas. Dr. Taylor is board-certified in psychiatry, child and adolescent psychiatry, addiction psychiatry, and addiction medicine. Dr. Taylor is in his 15th season as the Medical Director of the Player Assistance/Anti-Drug Program of the National Basketball Association (NBA) and the National Basketball Players Association (NBPA).
Dr. Taylor is a Distinguished Fellow of the American Psychiatric Association, and a Distinguished Fellow of the American Society of Addiction Medicine (DFASAM). He is Vice Chair of ASAM’s Legislative Advocacy Committee and serves on ASAM’s Public Policy Committee. He is co-chair of ASAM’s Writing Subcommittee on Advancing Racial Justice, which drafted ASAM’s Public Policy Statement on Advancing Racial Justice in Addiction Medicine. He also chairs ASAM’s Delegation to the AMA House of Delegates and is a member of the ASAM Board of Directors.
Dr. Taylor is a certified Medical Review Officer (MRO) and serves on the Board of Directors of the Medical Review Officer Certification Council (MROCC). He also serves on the Drug Testing Advisory Board (DTAB) of the Center for Substance Abuse Prevention of the Substance Abuse and Mental Health Services Administration (SAMHSA), and he serves on the Board of Directors of the Addiction Prevention Coalition, a non-profit community organization in Birmingham, AL.
An honors graduate of Harvard College, with a Master of Public Health degree from the Harvard School of Public Health and a medical degree from Howard University College of Medicine, Dr. Taylor completed “Triple Board” residency in pediatrics, psychiatry, and child and adolescent psychiatry at the Albert Einstein College of Medicine/Bronx Municipal Hospital Center, then completed a fellowship in addiction psychiatry at NYU School of Medicine/Bellevue Hospital Center.
