Overview
This 75-minute on-demand session from the ASAM 55th Annual Conference addresses strategies to align embedded substance use treatment programs with needed services to incarcerated populations consistent with federal guidance.
Mitigating harms from criminal justice exposure is important. Partnerships with clinicians in our carcerel system are enhancing transitions during and post release and expanding MOUD program capacity for incarcerated people and implementing an addiction medicine elective to create bidirectional collaboration and education. The Police-Assisted Diversion (PAD) is offered to people with non-violent encounters such as drug possession and retail theft offenses to "divert" people from potential arrest to our peer led buprenorphine telehealth bridge program successfully mitigating criminal justice exposure.
The target audience for this Advanced level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

Learning Objectives
Upon completion, learners will be able to:
- Discuss strategies to align embedded substance use treatment programs with needed services to incarcerated populations consistent with federal guidance.
- Understand the benefits of novel programs to mitigate criminal justice involvement in low level offenders: A Police Assisted Diversion program partners with low barrier Substance Use Treatment programs
- identify strategies to enhance warm handoff from substance use disorder treatment while incarcerated to definitive follow up treatment transitions upon release.

Dr. Jeanmarie Perrone, MD
Professor of Emergency Medicine and Medical Toxicology, Perelman School of Medicine at the University of Pennsylvania
Jeanmarie Perrone, MD is a Professor in the Department of Emergency Medicine, the Director of the Division of Medical Toxicology and the founding Director of the Center for Addiction Medicine and Policy at the University of Pennsylvania. Dr. Perrone has led numerous investigations and initiatives in opioid stewardship and ED treatment of Opioid Use Disorder (OUD) with buprenorphine. She serves on several regional and national task forces and advisory committees with the State of Pennsylvania, the CDC and FDA addressing judicious opioid use and MOUD treatment access. She has advocated at the state and national level for harm reduction and ED treatment for OUD and is a co-investigator in a 30 site NIDA sponsored trial of ED buprenorphine. Dr. Perrone has been featured in prominent news media including the New York Times, USA Today and National Public Radio and published in the New England Journal of Medicine and JAMA . She has won numerous awards for education and mentorship of students, residents and fellows and is boarded in emergency medicine, medical toxicology and addiction medicine.

Dorian Jacobs, MD

Dr Dorian Jacobs is a graduate of Drexel University College of Medicine where she obtained her medical degree. Her residency in emergency medicine was at Hahnemann University Hospital/ Drexel University College of Medicine; she then completed a fellowship in medical toxicology, also at Hahnemann University Hospital/Drexel University College of Medicine. She is board certified with the American Board of Emergency Medicine for both emergency medicine and medical toxicology and the American Board of Preventative Medicine for addiction medicine.
She has spent the last 10 years practicing emergency medicine and medical toxicology, both at academic trauma centers and in community settings. She helped develop and promote the Emergency Medicine residency program at Crozer Chester Medical Center (CCMC); she then became a core faculty member of the CCMC Emergency Medicine residency program once it was accredited and active. She was the director of medical toxicology at CCMC and developed the residency program rotation for medical toxicology in addition to running a medical toxicology consulting service for inpatient and emergency department patients.
In 2021, Dr Jacobs became the site medical director of Riverside Correctional Facility, part of the Philadelphia Department of Prisons (PDP). As the opioid epidemic magnified, particularly during the COVID-19 pandemic, Dr Jacobs obtained her board certification in addiction medicine and subsequently assumed the role of Regional Director of Addiction Medicine for YesCare, the private corporation that staffs the medical and psychiatric components of the PDP.
Dr Jacobs is a member of the American Academy for Emergency Medicine, the American College of Medical Toxicology, the American Academy of Clinical Toxicology and the European Association of Poison Centres and Clinical Toxicologists, in addition to the American Correctional Association.

Nicole O’Donnell is a Certified Recovery Specialist, recognized by the Philadelphia Inquirer for excellence in patient care for her work as a peer at Penn Medicine’s Center for Addiction Medicine and Policy, which includes supporting patients at Penn Presbyterian, Pennsylvania Hospital, and the Hospital of the University of Penn. Ms. O’Donnell has extensive experience working with individuals with Substance Use Disorder, and their families. Her work currently includes overseeing a virtual buprenorphine bridge clinic which reaches out to those experiencing being unsheltered, substance use, and mental health barriers.

Judy Chertok, MD is an Associate Professor and Director of Addiction Medicine in the Department of Family Medicine and Community Health at the University of Pennsylvania. She is the inaugural Program Director for the newly formed Fellowship in Addiction Medicine. She developed and continues to lead the Medication for Opiate Use Disorder (MOUD) Program at Penn Family Care and co-developed the Addiction Consult service at Penn Presbyterian Hospital Center. She also works with Prevention Point Philadelphia in the Mobile Overdose Surge Bus Program to provide mobile community outreach including harm reduction services, MOUD care, and COVID Vaccinations in overdose “hot spots” in Philadelphia. She has developed educational programs in addiction medicine for residents, medical students, and practicing physicians. She has received multiple awards for education and primary care, and is board certified in both Family Medicine and Addiction Medicine.
