Overview

This 75-minute on-demand session from the ASAM 57th Annual Conference addresses strengthening partnerships between police and SUD treatment providers, examining community collaboration strategies to improve patient outcomes.

Limited collaboration across systems, including justice, physical and mental health, and housing, creates barriers for treating individuals with SUD. To address actionable strategies to overcome these obstacles, Addiction Treatment Services and the Traverse City Police Department (TCPD) will discuss the establishment of their robust partnership and the development of the TCPD RESILIENCE Program. This interactive workshop will then challenge audience members to tackle a collaboration barrier, whether with law enforcement or another crucial service system, in their own practice settings.

The target audience for this Intermediate level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, and students.

This session addresses the following ACGME Competencies: Interpersonal and Communication Skills, Systems-based Practice.

This session addresses the following IPEC Competencies: Values and Ethics, Teams and Teamwork.

Learning Objectives

Upon completion, learners will be able to:

  1. Critique ways in which their current practices further separates "us" vs. "them."
  2. Analyze sectors of greatest divide in their communities and for their clients, and calculate the imminence and magnitude of such system separation.
  3. Formulate a needed partnership discussion in their communities.

Jenn Holm is the Police Social Worker Coordinator (PSWC) for the Traverse City Police Department. She is a dual-licensed Master Social Worker (LMSW - Clinical & Macro), with additional credentials in sign language interpreting (BEI I) and teaching (MA-TASL). Her previous experience with both macro and clinical social work impacts her systemic and individual approaches to social work services. She developed and now facilitates the TCPD RESILIENCE Program. The goal of her position is to reduce law enforcement calls on vulnerable populations by interrupting the cycle of arrest and addiction through care coordination and reduction of community barriers.

Paula Lipinski, MSW, is the Chief Executive Officer of Addiction Treatment Services (ATS), a nonprofit behavioral health organization based in Traverse City, Michigan. She brings more than twenty years of experience in human services and behavioral health, with the majority of her career spent in senior leadership roles. Paula holds a Bachelor of Science in Sociology and a Master’s Degree in Social Work. Paula is also a person in long-term recovery from substance use disorder. Her lived experience has profoundly shaped her leadership, strengthening her empathy, transparency, and ability to drive meaningful, system-level change. After many years of carrying the shame and silence that often accompany this disease, Paula made the decision to speak openly about her recovery—a choice that has been personally transformative and professionally grounding. Today, Paula integrates her lived experience with deep operational, clinical, and strategic expertise to lead organizations through complex change while remaining firmly rooted in recovery-centered, person-first care. She is known for building resilient teams, fostering cross-sector partnerships, and advancing compassionate, evidence-based services that expand access and improve outcomes for individuals and families affected by substance use disorders. Paula remains deeply committed to advancing hope, healing, and impact within communities through collaboration, advocacy, and courageous leadership. Her work reflects a belief that lived experience, when paired with professional rigor and integrity, is a powerful force for strengthening systems of care and redefining what recovery-oriented leadership can look like.

Joint Accreditation Statement

In support of improving patient care, the American Society of Addiction Medicine is jointly accredited by the Accreditation Council for Continuing Medical Education (ACCME), the Accreditation Council for Pharmacy Education (ACPE), and the American Nurses Credentialing Center (ANCC), to provide continuing education for the healthcare team.

The American Society of Addiction Medicine designates this enduring material for a maximum of 1.25 AMA PRA Category 1 Credits™. Physicians should claim only the credit commensurate with the extent of their participation in the activity.

PAs

ASAM has been authorized by the American Academy of PAs (AAPA) to award AAPA Category 1.25 CME credit for activities planned in accordance with AAPA CME Criteria. This activity is designated for 1.25 AAPA Category 1 CME credits. Approval is valid until 05/25/2029.  PAs should only claim credit commensurate with the extent of their participation.

Social Workers

Participants will earn MOC points equivalent to the amount of CME credits claimed for the activity.
