Overview

This 75-minute on-demand session from the ASAM 57th Annual Conference addresses building statewide perinatal SUD networks, featuring the North Carolina Network model and co-design principles for collaborative implementation.

This workshop is an interactive session that challenges participants to examine the real-world barriers in PSUD care in their own community and leave with strategies to build systems change. Participants will participate as small groups to learn more about the North Carolina PSUD Network and use the evolution of the NC PSUD Network as their blueprint to identify strategies to improve PSUD access and collaboration in their own state.

The target audience for this Advanced level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, and students.

This session addresses the following ACGME Competencies: Interpersonal and Communication Skills, Professionalism, Systems-based Practice.

This session addresses the following IPEC Competencies: Communication, Teams and Teamwork.

Learning Objectives

Upon completion, learners will be able to:

  1. Explain the fragmented systems of perinatal substance use disorder care and the impact this fragmentation has on perinatal substance use disorder morbidity and mortality.
  2. Identify key components of statewide PSUD care collaboration as presented from the NC PSUD Network. Identify strengths and opportunities in their home communities to build a similar collaborative structure.
  3. Analyze principles of co-design for network build and sustainability across patients, community, and key stakeholders with a tool to use and facilitate easier implementation to be ready to use at conference end.

Melinda "Mel" Ramage, FNP-BC, LCAS, is a family nurse practitioner and licensed clinical addiction specialist. She serves as Director of the North Carolina Perinatal Substance Use Disorder Network and specializes in perinatal SUD systems development. She also practices as an office-based opioid treatment provider with Behavioral Health Group. She is the President-Elect of the North Carolina chapter of the American Society of Addiction Medicine and a U.S. military veteran.

Dr. Jones is a licensed psychologist and an internationally recognized expert in the development and examination of both behavioral and pharmacologic treatments for pregnant women and their children in risky life situations. She was the Division Director of UNC Horizons for a decade and in May of 2023 stepped into a Senior Advisor role for Horizons in order to take on several new national policy and international policy projects. Expertscape ranks Dr. Jones as a top world expert in neonatal abstinence syndrome and opioid-related disorders. She has received continuous National Institutes of Health funding since 1994 and has written more than 250 peer-reviewed publications. Dr. Jones has also authored two books, one on treating patients for substance use disorders and the other on comprehensive care for women who are pregnant and have substance use disorders. She also has written multiple textbook chapters on the topic of pregnancy and addiction as well as 17 courses for adult learners on topics of substance use disorder treatment (WISE, CHILD, PEERS, ALLIES etc). Dr. Jones has co-authored multiple national and international guidelines on the topic of caring for pregnant and post-pregnant people with substance use disorders and their children including those published by the WHO, SAMHSA and ASAM. She also co-authored both the women’s and children’s section of the UN International Standards for the Treatment of Drug Use Disorders and the UN guidelines on prevention and treatment for girls and women. In 2020 Dr. Jones won the ASAM R. Brinkley Smithers and Distinguished Scientist Award. In 2024 she won the MED Brady-Schuster Division 28 American Psychological Association award for lifetime achievement for contribution to addiction science. She consults for the UN and the WHO and is a member of the NIH’s HEAL multidisciplinary working group and the Advisory Committee on Research on Women's Health. Dr. Jones has been involved in over 43 projects around the world focused on improving the lives of children, women, and families.

I primarily practice high risk OB as well as working for the Mom+Baby Combined Care clinic at Cone, a focused dyad care clinic for first time mothers. In 2024 along with amazing partners from multiple departments I helped create R.E.A.C.H. Maternity Clinic, a perinatal substance use disorder clinic.

Nicole Ross, MA, LCAS, CCS, is a mother of four from the mountains of Western North Carolina in long term recovery from drug misuse. She is a proud recovery advocate and counselor for women and mothers struggling with substance use disorder. She recognizes that like addiction, recovery has many faces, so there is no “one size fits all” path to wellness and she spends any time she can championing that message, so other women feel less alone in their journeys. She serves as the Regional Director for the Carolinas and Georgia at BHG Recovery.

A family nurse practitioner with over 25 years of experience in women's health and addiction treatment, Dr. Johnson leads integrated clinical services, program development, and workforce training initiatives across North Carolina. She is a board member of both the NC Society of Addiction Medicine and the Addictions Nursing Certification Board. Her work focuses on trauma-responsive care, interdisciplinary models, and improving outcomes for families affected by substance use.

Dr. Michael Baca-Atlas, MD, FASAM is board certified in family and addiction medicine and is a clinical associate professor in the departments of family medicine and psychiatry at the University of North Carolina School of Medicine. He completed medical school at University of Maryland in Baltimore. He completed his Family Medicine residency at UNC as well as an Addiction Medicine fellowship at UNC in the department of psychiatry. He serves as the associate medical director for the Tobacco Treatment Program and a medical consultant for the UNC Horizons program serving pregnant and postpartum women with SUDs. Dr. Baca-Atlas has a special interest in the intersection of physical and mental health and addiction. He serves as medical director of UNC REACH Enhanced Primary Care where he sees patients with serious mental illness and substance use disorders. He also serves as a medical editor and contributor to Primary Care RAP (Reviews and Perspectives), a medical education podcast covering a variety of addiction medicine and primary care topics.

David H. Ryan MD, FASAM, FACOG is the Division Chief of ECU Addiction Medicine, and is a Clinical Assistant Professor with both the ECU Department of Psychiatry and Behavioral Medicine and the Department of OB/GYN. He is board certified in both OB/GYN and Addiction Medicine and treats patients with addictions in both the inpatient and outpatient settings. In addition to his role as Division Chief, he is also the future ECU Addiction Medicine Fellowship Director, and is the founding clinician of ECU IMPACT, eastern North Carolina’s first and only integrated perinatal addiction clinic. Other than his family and his work, his passions include his faith, food, CrossFit, nonfiction, and Ted Lasso.
