Overview

This 1-hour on-demand session from ASAM Virtual 2021 addresses the initiative by City of Madison Police Department to link addiction related criminal offenders to addiction treatment and peer support to improve health outcomes and reduce crime.

Treatment reduces addiction-related harms, including crime and overdose; yet only a minority of addiction-affected individuals receive it. Linking offenders who committed an addiction-related crime to treatment could improve outcomes. Supported by the US Department of Justice Strategies for Policing Innovation grant award, the City of Madison Police Department (MPD) developed and implemented the Madison Addiction Recovery Initiative (MARI), in collaboration with diverse stakeholder-partners to link offenders to addiction treatment and peer support, and, ultimately, improve health outcomes and reduce crime recidivism. This presentation will outline this initiative and its preliminary, promising findings.

The target audience for this intermediate level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.

This session addresses the following ACGME Competencies: Systems Based Practice.

Learning Objectives

Upon completion, learners will be able to:

  1. Demonstrate how the opioid crisis has impacted communities, such as Madison, WI, and how Police, EMS and Public Health data can help assess the community-level impact of the opioid crisis
  2. Describe how building relationships between the community stakeholders (police, public health, clinicians, researchers) can lead to a grant award and support the city-wide initiative
  3. Visualize how a multi-disciplinary project team developed, then implemented and is evaluating the city-wide harm reduction MARI initiative

Joe Balles

Captain (Retired)

Captain Joe Balles (Retired), City of Madison, WI Police Department

In January 2016, Captain Joe Balles retired from the City of Madison, WI Police Department after completing a thirty two plus year career. Captain Balles earned a Bachelor’s Degree in Criminal Justice from the University of Wisconsin-Platteville (1983), and a Master’s Degree in Public Affairs from the La Follette Institute of Public Policy at the University of Wisconsin-Madison (1988). Captain Balles is also a graduate of the prestigious F.B.I. National Academy (2006).
Captain Balles served in a variety of “operational” and “support” roles during his years of service with the Madison Police Department. In his last seven years with MPD, he served as commander for the MPD’s South Police District overseeing 50 plus officers, detectives, supervisors and command staff. The MPD’s South District is located in one of the most demographically diverse areas in Madison, yet has a reputation of being one of MPD’s police districts with the strongest connections to the community and neighborhoods throughout the district.

Captain Balles has been busy in retirement providing safety and security related services and technical assistance to police departments across the United State and the Madison Metropolitan School District. In March 2017, Captain Balles collaborated with Safe Communities of Madison-Dane County and eventually selected by the City of Madison to provide Project Coordinator Services for the MPD's Madison Area Recovery Initiative (or MARI). This new and innovative approach to addiction establishes a “pre-arrest diversion pathway” or process whereby MPD police officers are be able to refer and facilitate clinical assessment and treatment for individuals battling the disease of addiction. 

Aleksandra E. Zgierska

MD, PhD, DFASAM

Aleksandra Zgierska, MD, PhD, DFASAM is a tenured Professor and Vice-Chair of Research at the Pennsylvania State University, College of Medicine, Department of Family and Community Medicine. She is board-certified in family medicine and addiction medicine (American Board of Preventive Medicine) and provides both primary and addiction care. She has focused her career on advancing practice, research, education and advocacy in addiction medicine. Her educational efforts and robust federally-funded research portfolio focus on the prevention and treatment of addiction, especially when it involves opioids, and on improving outcomes in chronic pain. 

Dr. Zgierska is a Distinguished Fellow of the ASAM and serves as Co-Chair for the ASAM’s Chapters’ Council and member of the ASAM Board of Directors. She has served on numerous local, state and national task forces, committees and workgroups, participating in the development of professional guidelines and policies, and advocating for aligning legislative efforts with evidence-based approach to addiction and pain care.
