Overview

This session explores how a successful partnership was formed between addiction medicine providers and a drug treatment court. Presenters will explain how the collaboration began, how it is funded, and how it has been maintained.

Participants will gain insight into day-to-day operations, including team roles and the involvement of medical providers. Practical advice will also be shared for clinicians looking to work with treatment court teams to improve outcomes for justice-involved individuals. Through real-world cases, attendees will explore key challenges, successes, and strategies for building similar partnerships in their own communities. 

The target audience for this introductory level activity includes: physicians, physician assistants, and nurse practitioners who practice addiction medicine and interact with treatment courts and other aspects of the justice system. 

This activity addresses the following ACGME Competencies: Patient Care, Medical Based Knowledge, Practice-Based Learning, Interpersonal and Communication Skills, Professionalism, and Systems-based Practice.

Learning Objectives

Upon completion, learners will be able to:

  1. Explore the implementation of addiction medication as a component of drug treatment court
  2. Detail a model of pro-active partnerships between a treatment court, a medical doctor's office, and a local pharmacy
  3. Identify the successes and challenges encountered in forming and maintaining our collaboration
  4. Conceptualize how similar partnerships may be possible in your community or county 

Acknowledgement

ASAM has partnered with the All Rise through an Office of National Drug Control Policy (ONDCP) grant initiative to allow medical providers active with and new to the drug treatment court field access to training to help guide them in the successful integration of services for individuals with substance use disorders involved in the justice system.

Jennifer Tillery, LPC, NCC, MAC, CPCS, MATS

Director of Accountability Courts

Cobb County Superior Court

Jennifer Tillery serves as the Director of Accountability Courts for the Cobb County Superior Court in Georgia, a position she has held since November 2021. In this role, she oversees the county’s comprehensive accountability court system, which includes the Drug Treatment Court, Mental Health Court, Veterans Accountability and Treatment Court.
With a career spanning over 16 years in court services, Jennifer has held various positions within Cobb County’s judicial system including as FTC clinician, FTC Treatment Coordinator, Juvenile Substance Abuse Treatment Program Coordinator, and FTC Coordinator. Her extensive experience has been pivotal in implementing innovative programs and evidence-based practices within the accountability courts.
Ms. Tillery has been instrumental in the development and expansion of Cobb County’s medication for addiction treatment (MAT) Program, one of the first of its kind in Georgia. 
Beyond her administrative duties, Ms. Tillery actively contributes to the broader judicial community. She has presented at state and national conferences, sharing insights on best practices in treatment implementation and community partnerships. Her leadership and dedication have been recognized as contributing factors to Cobb County’s accountability courts being acknowledged as model programs both within Georgia and nationally.
Tillery holds multiple professional certifications including Licensed Professional Counselor (LPC), National Certified Counselor (NCC), Master Addiction Counselor (MAC), Certified Professional Counselor Supervisor (CPCS), and Medication-Assisted Treatment Specialist (MATS). Her commitment to integrating clinical expertise with judicial processes underscores her role in advancing effective and ethical treatment within the legal system.

Dr. Shonali Saha, MD, FASAM

CEO and Practice Owner, Whole and Healthy You Addiction Medicine Services

Shonali Saha, MD is a board-certified internal and addiction medicine specialist. She completed fellowships in both addiction and adolescent medicine at Johns Hopkins School of Medicine. She completed her residency program at Cambridge Health Alliance of Harvard Medical School.

Dr. Saha began working in the field of substance abuse in 1996 with women mandated to residential drug treatment. She currently treats substance use disorders in adolescents, adults, and families in her own private practice. She also educates medical students, residents, and faculty on addiction medicine as an adjunct assistant professor at Emory School of Medicine and as a preceptor for physician assistant students at Mercer University.

As an active member of The Georgia Society of Addiction Medicine and a former member of The American Society of Addiction Medicine legislative committee, she is an advocate for the improvement and expansion of addiction medicine services locally and nationally.

Dr. Saha is not only a doctor, but also a certified yoga instructor. She teaches her patients breathing and other stress reduction techniques to provide evidence based treatment.

Porsha Winfrey, MS

Accountability Court Coordinator

Cobb County Drug Treatment Court

Porsha Winfrey is the Accountability Court Coordinator for the Cobb County Drug Treatment Court in Marietta, Georgia. Originally from Champaign, Illinois, she moved to Georgia after completing graduate school and has spent over 16 years leading initiatives in criminal justice, addiction recovery, and legal administration. A data-driven leader, Porsha oversees program operations to ensure efficiency and alignment with best practices, collaborating closely with a multi-disciplinary team. She played a key role in launching Georgia’s first medication-assisted treatment (MAT) program within accountability courts, helping position Cobb County among the top 10 treatment courts nationally. Porsha is committed to transforming lives and driving lasting change through justice, recovery, and collaboration. She holds a B.A. in Psychology and an M.S. in Family and Consumer Sciences from Eastern Illinois University and is certified by the American Society of Addiction Medicine. She has presented at national and state conferences, including All Rise, the Council of Accountability Court Judges (CACJ), and the Georgia Addiction Counselors Association.

Elizabeth M. Salisbury-Afshar

MD, MPH, FAAFP, FACPM, DFASAM

Dr. Elizabeth Salisbury-Afshar, an Associate Professor at the University of Wisconsin School of Medicine and Public Health, specializes in addiction medicine, preventive medicine/public health, and family medicine. Her work focuses on increasing access to evidence-based addiction treatment and harm reduction services. With over a decade of experience in federally qualified health centers, her clinical work focuses on supporting with medically underserved populations. Dr. Salisbury-Afshar is actively involved with ASAM, serving as Vice Chair of the Medical Education Council, a member of the Conference Planning Committee, and as ASAM's representative on the AMA Substance Use and Pain Task Force.

Debra Newman

PA-C, MPAS, MPH

Debra R. Newman, PA-C, MSPAS, MPH served as the Medical Practitioner for Adult Drug and Mental Health Treatment Courts in Santa Fe County, New Mexico for the over six years, and currently provides training and technical assistance for the NM Department of Therapeutic Justice. She formerly served in this role for the Rio Arriba (NM) Adult Drug and Mental Health Treatment Courts, and the Santa Fe County DWI Court. Debra was a 2017-2018recipient of the PA Foundation/NIDA-CTN Mentored Outreach Award in Treatment Dissemination: “Utilizing Psychiatric PA’s in Drug/Treatment Courts.”

Her passion for addiction medicine began with her association with Project ECHO while employed at a large FQHC in northern NM more than 15 years ago, a region historically plagued with the highest per capita heroin overdose death rate in the nation. Debra worked as the only full-time provider for patients struggling with SUDs.

Debra is the only PA to serve as a Lead Mentor for the Provider Clinical Support System (PCSS and serves as a Co-Editor for ASAM Weekly.

In her current role with Encompass Community Services, a non-profit organization in Santa Cruz, CA that provides services in behavioral health and family and social well-being, she is Lead Provider for outpatient SUD services.

Steve Hanson

MS Ed

Steve Hanson, M.S. Ed., is a Senior Treatment Consultant for AllRise/Treatment Court Institute. Having been a faculty member for AllRise (founded as National Association of Drug Court Professionals in 1994) for over 20 years, Mr. Hanson began his current role in January of 2023. 

Previously, he served as the Associate Commissioner for Courts and Criminal Justice for the New York State Office of Alcoholism and Substance Abuse Services. He was responsible for relationships with the various criminal justice entities including Drug Courts, State and local corrections, probation and parole. Previously he had served as the Associate Commissioner of Treatment for OASAS with responsibilities for the oversight of state operated treatment programs, adolescent services, criminal justice and Recovery services.

He taught undergraduate and graduate level courses in Psychopharmacology at SUNY Brockport for 20 years.

Steve has over 40 years of experience in the field as a treatment provider, educator and consultant. His ability to train criminal justice practitioners on drug abuse and treatment has been recognized both nationally and internationally.
