Office Based Opioid Treatment: Increasing Access Through the Michigan Opioid Collaborative

This 1-hour, on-demand session from the ASAM 53rd Annual Conference discusses the work of the Michigan Opioid Collaborative to provide same-day case consultations, local referrals to treatment, community resources, and provider training.
Opioid overdose deaths are associated with limited access to clinicians prescribing buprenorphine. Despite compelling evidence of the efficacy of medications for the treatment of opioid use disorder (MOUD), there remains a lack of access to evidence-based treatment. This session will review the work of the Michigan Opioid Collaborative (MOC), a statewide program comprised of addiction physician specialists and regionally located Behavioral Health Consultants (BHCs) on the gaps in treatment that are critical to address opioid overdose mortality.
The target audience for this Introductory level session includes physicians, nurse practitioners, physician assistants, other clinicians, researchers, residents, fellows, students, and counselors.
This session addresses the following ACGME Competencies: Interpersonal and Communication Skills, System Based Practice.
Upon completion, learners will be able to:
- Explain the roles of a behavioral health consultant as a local source of knowledge and resources for primary care offices implementing SUD treatment.
- Identify the roles of addiction medicine specialist consultants in providing same-day specialty consultations for non-specialist providers where there is a paucity of access to addiction specialty care.
- State the types of education provided by Michigan Opioid Collaborative as technical training of the workforce including DATA 2000 trainings, post-waiver trainings, webinars, toolkits, and an online collection of resources.

She attended Drexel University College of Medicine and completed her residency at Montefiore Primary Care and Social Medicine program in the Bronx, NY. She sees patients at Bright Heart Health.

Cara Poland, MD, MEd, DFASAM was trained in internal medicine at St. Joseph Mercy Hospital in Ann Arbor, Michigan and in addiction medicine at Boston Medical Center in Boston, Massachusetts. She has an interest in education physicians and physicians-in-training to improve care for patients with substance abuse and alcohol disorders. She is interested in medical student curriculum development and assessment, student well-being and identifying ways to improve the process of medical training. She sits on the Board of Directors for the Red Project and multiple leadership boards of various professional societies such as the Midwest Society of General Internal Medicine and American Society of Addiction Medicine. She is currently a physician at Spectrum Health's Center for Integrative Medicine.

Dr. Frank earned his undergraduate degree at the University of Michigan and graduated from Johns Hopkins University School of Medicine with an M.D. and a Ph.D. in molecular biology. He completed his family medicine residency at the University of Wisconsin in a specialized program designed to prepare family physicians to work in rural communities. Prior to joining the University of Michigan Department of Family Medicine, he worked eight years as a full-scope family physician in a Health Professional Shortage Area in Washington State, and as the health officer/medical director of a local health department. He taught medical students and residents as a clinical assistant professor in the University of Washington Department of Family Medicine. He also chaired a broad coalition that developed a regional response to the opioid crisis, served on the Washington State Board of Health, and led an innovative program that required mandatory reporting of fatal and non-fatal overdoses so patients could be quickly enrolled in evidence-based treatment and prevention services. His clinical interests include comprehensive primary care, including obstetrics, prevention and treatment of opioid-use disorders, and medical education. He is a waivered buprenorphine prescriber and treats patients with a range of substance-use disorders, including women struggling with opioid-use disorders during pregnancy. In addition to working with individual patients, he has been a supervising physician within a nurse-managed MAT program, and has worked on system-changes to improve access to treatment for patients in acute care settings and the criminal justice system.
